估计可能你之前是python 2.7，又安装了python 3
可以尝试rm -rf /root/.local/share/letsencrypt/

应该时存在多个python版本造成的
python -V
pip -V
dpkg -l|grep virtualenv

成功删除后再 pip install virtualenv
