有软件包未下载下来，可以尝试使用full包
另外你系统上依赖关系有问题，可以尝试使用 apt install libssl1.1=1.1.1f-1ubuntu2.8 进行修复
再 apt install libssl-dev 安装正常不报错后再安装lnmp
