LNMP1.3版本 php.ini注释了open_basedir，对其他文件操作却依旧被拒绝

我用网上lnmp1.3版本的整合包，默认php.ini里file:///

;open_basedir = /data/:/home/wwwroot/

这个注释了，但是我操作非项目目录的时候还是会报

file:///，有谁遇到过这个问题吗，算是lnmp1.3的bug么？

错误提示里显示没生效，清空.user.ini ，重启一下php-fpm
