lnmp 1.3 安装php失败求助

无网络环境下nginx和mysql 安装成功，php安装失败，通过rpm包安装了依赖好像也无法解决问题，求助！！！

单独编译php模块也不行

只按这个错误信息是缺少libicu-devel包

无网络是很难完整安装好所有依赖包的
