我确认我删除后了 user.ini  
而且我是用软链方式 y2.com -> /bakup/public/y2.com/web


nginx配置

      3         listen 80;
      4         #listen [::]:80;
      5         server_name y2.com ;
      6         index index.html index.htm index.php default.html default.htm default.php;
      7         root  /home/wwwroot/y2.com;

补充内容 (2019-3-30 13:30):
注释掉/usr/local/nginx/conf/fastcgi.conf 里面的

fastcgi_param PHP_ADMIN_VALUE "open_basedir=$document_root/:/tmp/:/proc/";

一整行都注释掉
